I have the honour to acknowledge
Your Lordship's Confidential Despatch of February 13th.,
relative to the progress of construction on the Kowloon
Section of the Kowloon-Canton Railway, with an enclosure
from the Consulting Engineers.

There appears as Your Lordship
observes to be some misunderstanding regarding the plan
which Your Lordship supposed to have been transmitted with
your Confidential Despatch of July 19th., 1907. I have
referred the statement made in my Despatch under acknowledg-
-ment to the Secretariat for verification and the Colonial
Secretary informs me that "the plan was not received with
the Despatch of July 19th. last, nor was it received with
the letter from the Consulting Engineers to the Chief
Resident Engineer of August 8th., covering their report to
the Crown Agents, copy of which had also formed an
RIGHT HONOURABLE
